Ruskin Moscou Faltischek To Host Dinner Seminar on The Phase II Final Stark Regulations

Uniondale, Long Island, New York, June 21, 2004 – Ruskin Moscou Faltischek, P.C. announced today that the firm will host a seminar for doctors and other health care professionals outlining the major changes to the Phase II Final Stark Regulations. The seminar will be held Thursday evening, June 24, 2004 from 5:30 to 7:30 p.m. at the Ruskin Moscou Faltischek offices at EAB Plaza in Uniondale. Donald Moy, General Counsel to the Medical Society of the State of New York, will speak on, “A History and Overview of the Stark Regulations.” Gregory J. Naclerio, partner and chair of the firm’s Health Law Regulatory Department, will address the topic, “Where We Are Today: The Regulatory Climate,” and Health Law Transactional Department partner Ellen F. Kessler, also a registered nurse, will be advising attendees on “How to Remain Compliant in a Financial Relationship.”

“The new regulations, which go into effect on July 26, 2004, affect many aspects of physician financial arrangements, including their relationships with hospitals and other health care providers,” said Naclerio. “It also affects compensation arrangements and group practices. It is important for physicians to understand these how these complicated new regulations will affect them prior to becoming effective, because they govern Medicare and Medicaid patient referrals for ‘designated health services’; infractions can carry severe penalties.”

Issued by the Centers for Medicare & Medicaid Services, these new regulations are the most recent interpretation of regulations originally issued in 1995.
